It's possible to select a grey background and add white text boxes. But.. if you change the grey background to a picture, the white boxes disappear. My suggestion explained in 3 steps:
1. A background picture (total background)
2. Add text
3. But behind the text, there must be a (semi) white background. Like this (see appendix)
