Create the ability to edit the .htaccess file

I'm currently getting a high bounce rate from traffic that is being generated from a site that is sending me a lot of erroneous traffic. Other providers enable you to edit the .htaccess file to do this. It would be a nice feature to have in order to have more control over incoming traffic.
