set background colour even when there is a background graphic

I just published a new site (CodedFiles.com) and when checking from my office connection (filtered) it seems to be blocking the graphics only. That means the sections with white text are unreadable and it makes a poor first impression. Can the background colour default to something complimentary to the text?
